A. This private member's bill was introduced in the Ontario legislature this past Monday (First Reading). It now has to go to Second Reading (debate), where it is automatically referred to the Committee of the Whole House unless a majority of the Members in the House at the time agree to the request of a Member that the Bill be referred to a Standing or Select Committee. In exceptional cases the Bill may, by unanimous consent, be ordered for Third Reading after it has received Second Reading. After the committee proceedings have taken place, the bill moves to Third Reading. After Third Reading the bill is presented to the Lieutenant Governor for Royal Assent. A. Hopefully, not at all. I would have to know the specific wording, but generally I understand this to mean that if there is a conflict between you and the seller/buyer before closing, you agree to go to a third party mediator to resolve the conflict before taking legal action (lawsuit, etc.) Basically, as long as everything unfolds the way it is supposed to, this won't affect you. My advice would be to call your realtor, he/she should be happy to explain it in more detail and answer any other questions you have.

Q. I recently switched from Sprint PCS to another carrier. I was with Sprint for 4 years. After I switched, Sprint claims that I owe them $150 for early termination and that recently I renewed my agreement (not true). I sent them a letter telling them I disputed the charge and paid the airtime charge less the penalty on the last bill. They now are threatening to report to the credit agencies. A. George Washington is ranked 20th in the country. I highly doubt it "is for losers who can't get into Georgetown." Plus Georgetown does not offer a concentration in Dispute Resolution. I'm not sure about the quality of the programs, but I'm pretty sure GWU is well respected & not for "losers." Only an idiot would think a top 20 law school is for losers.

A. A person has standing only if they have been directly harmed by the defendant. I believe BCBS does NOT have standing to sue because they have not been harmed. If their insureds have been hurt and submitted claims then BCBS has to cover them. If BCBS had standing then they could sue fast food companies for making their insureds fat or could sue God for their insured's looking at the sun---see how absurd that is? BCBS takes money from people to cover their health problems. BCBS does not do business with the tobacco industries. Good luck

A. Also sometimes called non-binding arbitration. It's a process where an expert -- either legal or based on the subject matter -- listens to the evidence and renders a professional opinion on the likely outcome. The neutral then often gives a recommendation on a settlement. The parties can then follow that recommendation, or not. But it has no binding effect as a matter of law. Unlike binding arbitration, which is similar in process, different in outcome.

A. Yes, you can have an attorney represent you. You should definitely get someone highly knowledgeable with the rules of arbitration and the specific area that is the substance of your dispute (i.e. contract, consumer, accident etc.). You can find someone in your area throught the bar association.

A. Alternative dispute resolution is either arbitration or mediation. I am assuming your question allows the answer to include those situations that are usually settled by arbitration to be proper answer. In 1990 the Baseball Umpires Strike went through binding arbitration.

A. Dispute resolution is rarely successful in my experience. Many parents tend to opt out of it because it is rarely useful. In my expeirnece these situations end up in Due Process. The only way it works if if both parities are willing to give a little at least and that is rarely possible.. if a compromise was attainable I think it would of often been reached before this step in the process. A. I answered your other question and I don't know why you are having such trouble with this. It's all available with a simple google search. Delta Air Lines and the pilots union jointly requested federal mediation for contract negotiations in November of 2000. If you do a search for National Mediation Board and Air Line Pilots Association, you come up with results such as this: Then you can do sub-searches for terms such as "Arbitration, conciliation and mediation" simply by clicking on visible key words which will lead to even more useful results. If you go to the National Mediation Board website and type "Delta" in the search box, you will bring up all the determinations, opinions and rulings that involved Delta.
